If developer mode is disabled or it's enabled and you cannot see the options under Inspect Views, open the Google Admin Console and go to Devices>Chrome Management>User Settings. Under the organizational unit that the students are in, go to Developer Tools and select the option 'Always allow use of built-in developer tools'. The restart the Chromebook to gather the new settings.
